I would guarantee, very close to 100%, that these guys are scammers and are just trying to steal money.

Just recently saw this product http://www.phminers.com/product.php advertised online. Anyone ever hear of these guys or are they new to the scene? They say they are running the 16nm chips. Anyone have more info?
