You have a positive EV (Expected value) if you are new and wager 0.1BTC to qualify for the contest as long as the total participants are less than 2000!
In other words, as long as the number of participants here are less than 2000, you are to gain with participating (at least theoretically), whether you are an existing player or a new player.
The math:
Edge on 0.1BTC wager (ignoring the possibility of winning the jackpot!) = 0.1*1% = 0.001BTC.
Total prize pool is 2BTC.
Number of participants = 2/0.001 = 2000.

How is the winner determined?
The one whose prediction is the closest to the roll wins. Second prize to the second closest and so on.
In other words, the minimum of the absolute value of the difference between the prediction roll and the actual roll wins.
