I wouldn't play it because it's a game of the last second. It reminds me of auction sniping. If you want to win you can check the addresses a minute before the deadline and quickly send a transaction to win. I bet you could even write a program to do it for you. Anyway, congratulations to the winner!
Kinda but you would also need to account for the thing that is in second and hope that nothing beats it, or else you're screwed. I would be risky to do.

okay assuming that someone wish to make a last minute bet, will the bet be accepted even if it is still unconfirmed or do you got mininum confirmation needed for the bet to be counted?
Bets will be accepted with 0 confirmation, as long as it gets confirmed. Timestamp is the one which makes all the diference.
