- send a message : Yes, however, you can only send a message to those users who allow newbies to PM them
- receive a message : Yes, those users who allow newbies to PM them can send PM to newbies as well
- be banned for sending a message : Afaik, it depends on the message you sent, most likely you'll be banned for sending a phishing link or something like that
- be banned for receiving a message : No
