bounty is not just a signature campaign. you can take video or join social media bounty. Newbie, you have not lost anything. The important thing is that you have to be able to choose the bounty rules, the quality projects, and the experience of guessing whether you can reach the soft cap.
Most of the bounty program accept newbie for other categories without a signature. If you want fo signature with the newbie status, then try https://bitcointalksearch.org/topic/signatures-for-newbies-3627429 these bounty programs. Before starting the bounty, please do your own research about the project.
Most of the bounties are required minimum Junior member. You should focus on increase your rank which through you can join a lot of bounty. but you can join with your newbie Rank. Search here services section,bounties where you can find few Bounty where you can join.

I think with a newbie account, you can participate in social media campaigns and very few projects have provisions for newbies in their signature campaign.
For a newbie. you should first read a lot. read the rules here. and you should not think of making money here in bitcointalk. Please read a lot and learn a lot for now. that's what im doing as of now. 
To be honest, at this stage you won't find many bounties considering the justified return on investment of your efforts so at this level I would recommend you to invest your time in gaining maximum knowledge instead of looking for bounty programs where knowledge and rank is concerned. However, if you are desperate about getting involved with bounty programs then there are some topics where you will find an aggregate list of updated bounties.
I know that some projects accepts newbies as well as every other rank. PRiVCY for example does that

i am a newbie ,so i join facebook and twitter campaign, and i try to learn more and upgrade everyday. Bounties are very excited.
Only posting when you have interesting information, or helpful ideas for discussions.If you don't have them, please keep reading, learning silently and keep the forum as clean of shitshows as possible.

All Bounty is support for newbie, But newbie can't join at signature campaign, You can participate on Other campaign like social media campaigns or other what yku want. Don't forget to prepare your social media accounts.
Yeah, may be it is this way, because people who just registered are already willing to make money from their accounts, but nobody wants at least to read the rules first or to learn something new. This is forum in the first place, your life won`t become better untill you are a part of the community. And that`s not the way to start.
You can still participate in bounty campaigns if you have nice amount of followers and friends in your social media, it`s not necessary to even register on forum for that purposes.

So hard to find bounties that accept newbies in their signature campaign like the one I join but it is not possible for newbie to join signature campaign when there are bounties that accept newbies. All I can tell is you should rank your account to jr. member so that it will be easier than being a newbie.

It's a shame you have an account created after June 1, because it's one of the conditions for the privcy signature campaign. However, you can participate in other social networking bounties such as Twitter Campaign, Facebook Campaign, Telegram Campaign or Youtube / Blogging / Article Campaign. Also, as a newbie, you can participate in the SocialChains signature campaign https://bitcointalksearch.org/topic/bounty-socialchainsio-official-bounty-thread-4546051. You just have to search and you will find it at https://bitcointalk.org/index.php?board=238.0.
we can help a project conduct their bounty by marketing on social media, like facebook, twitter and linked. Of course, it will be better if we can create a video or write a blog, this way can help us earn a lots token in bounty.
You can post to the forum or reply to the article to raise the activity to 30. The account level JR can do numerous bounty tasks!

Not for signatures, but you can do Telegram, Twitter, Youtube, Medium, Contents, Facebook...
