You seem to be either posting in wrong thread or not understanding concept of Ponzi. A Ponzi scheme is a fraudulent investment operation where the operator, an individual or organization, pays returns to its investors from new capital paid to the operators by new investors, rather than from profit earned by the operator.
He's speaking about the site that this guy is paying people to advertise ( a ponzi ). Once it collapsed the campaign seemingly stopped.

Not sure it was a scam (it's hard to tell), it may have just ended when allcools ponzi didn't work out.  Still, you'd expect him to notify his advertizers.  Anyway, it may have been a scam all along, there was never any escrow chosen and the few folks who got paid (being newbie accounts) may very well have been his own accounts.  Who knows?
