Sooner or later they will, they will just rent the hashrate for as long as the scam runs. Of course that will cost them a fair bit, which is good, but lets not give the impression that only proving hashrate is enough to warrant trust. Not being able to prove hashrate however, is a pretty darn good reason to not send a satoshi there ever.
