If you want to make your forum popular and improve its rank , I think you need to do a lot of advertising , if you don't have enough balance to make a signature campaign , you can make an avatar campaign like bitcointalk.club , in this time there are many forums , and to compete with them you need money , without money yo won't go anywhere.

Yes you can promote your business and post your affiliate url- double urls however might get deleted

Woah, another admin or alt account or just a follower of that forum? I recently posted a comment on this thread https://bitcointalksearch.org/topic/m.15534400 about that. Well as I just visited today, it seems that the site improved and the owner/admin did what we suggested. We can already see the content of the forum without signing up first and there is a post already for each sections. That would be a good start imo.
