I think its only for Full Member and up. So try increasing your activity

Can't beat a bit of old school paint for avatar re-sizing.
Or GIMP. Its like photoshop but open source (and free).

clicked profile

then find FORUM PROFILE INFORMATION
after that , you will see profile tab -> avatar -> go Here
just upload the picture (* It must be no more than 120px wide, 80px tall, and 100 KiB in size)

Paint is the only thing I use. IF you know how to, that is pretty enough for 120x80 images.

Accounts with a rank higher than or equal to full member can add an avatar(profile pic).
You are still a jr. Member, so you will have to wait till you become a Full Member.
