I don't see anything wrong with it, as long as they are not doing ICO and they want to help people to earn small coins and YouTubers to promote their video and channel I don't see why you will call it a scam, there are actually a lot of programs similar to this.
I do not believe in that. Now there are a lot of scam projects coming out every day. I looked at the site and as if it was all done by one person sitting at a laptop. In order to collect a lot of money with ico, at least everyone would make a good website and bounty campaigne. Whitepaper is too short not visible to the development team and the idea is not too clear.

It's look like untrustworthy project. Because youtube channel is fake there are no profile and only one video including with some views. I am very doubt about this project.
