Here r brief replies:
1. I disabled web interface on my 88.198.210.245. Too many people were using it as online wallet.
2. We all should upgrade to 0.2.19, someone said they were using 0.2.15!
3. Network is very fragmented and most of mined blocks were rejected. That's why the base target is so large (10000%+).
4. Someone keeps adding peers with long weird names. I like it, more people trying to hack Nxt == more secure Nxt is (if it will survive, hehe).
5. I got source code of peer connectivity. It's too cold outside so I'm going to spend whole day reading/fixing the code. I hope I'll find what causes so many exceptions and will fix them.
6. An advice: Before sending transactions try to send 1 NXT back to urself to check if network works good enough.

0.2.19 might just be incompatible with older versions.
Gotcha, redownloaded and cleared .nxt, will let you know how far the blockchain gets.

Mine's stuck on a much older block. I cleared all my .nxts and downloaded a backup of the blocks.nxt and it's stuck on 1756(10988028431976482013). See http://nxt.c4c.io/

Could you be more specific, how are you launching it? Is there any output?I created a launch.bat file in the same folder as the Nxt zip file (java -cp Nxt.zip Nxt). When I enter the local host in the web browser it just times out. I was logging in fine yesterday, then stopped working today, realized there was a new version so I downloaded, but still no dice.

I have the same issue as well. Was working fine as late as version 2.17. Deleted all .nxt files, dowloaded Nxt.zip (2.19), now all I am getting in the command utility are errors.
