You don't have to keep coins in exchanges. Just have a small amount you want to sell.
Since the distribution dates are known, people can just withdraw to listed addresses before snapshot time and move back after

i did upgrade but i have always this error when i want sent b-byte : uncaught exeption no available_fee_paying_adresses

How many total times of distributions there? It will be 3rd time soon, so it should be more times in the future, right?
under current rules it will take 1.5-2 years to distribute all bytes.

please @tonych i have proble..i made MAJ v1.5.1 but my byteand b-byte are missed..so i have full backup..seed and folder previous wallet.howi can restor it please ? urgent

Because, bitcoin is not very usable for other purposes than financial transactions, too low tps, too small other-data possible in the op_return field or whatever its called which allows only 80bytes.
80 bytes is enough to store the hash of data (to prove its integrity) and the link to the actual data which will likely be provided by a CDN.
