Have many Testnet bitcoins, tBTC.
They are hard to come by - mining or faucets are impractical for users wishing to test external devices, cross wallet functionality, LN, etc.
Does anyone need them?

If these tbtc has some usecase then i think faucet should also be available to claim like other chain.
 
Yes! There is a faucet there too, just click Faucet near the top. 
Use case: testing hardware wallet(s), multisig, exchanges, LN with testnet TBTC coins instead of real ones (fee are tiny, costs are tiny, no worries about losing much value operating with hundreds/thousands at a time).

What is usecase of These testnet Btc (tbtc). i am aware of Ethereum, matic, Eos and many other chain testnet token but these are used for project testnet and sometimes some new dex and ecosystem like Uniswap first introduced testnet before going to mainnet.

If these tbtc has some usecase then i think faucet should also be available to claim like other chain.

I'm also surprised. (I'm not the market-maker Grin no, but there's no way to prove/disprove that AFAIK).

The buyer paid roughly 2€ per testnet bitcoin tBTC, in the last round.

Considering that "it doesn't require registering an account" and there's also no way to see the transaction [AFAICS] or rather verify it to see if it belongs to you or not, then it's safe to say nothing stops you from making those purchases to inflate its value!

That's exactly what I was thinking!
I'm sure OP buys his BTC testnets from himself to generate some volume and play on the exchange's rate hahaha

If you however want 10 or 100 or 1000 Testnet BTC coins -- earlier than six months down the road -- you can get them at this site right now: https://altquick.com/market/TestnetBitcoin 
HW testing, multisig configurations, LN tests, etc.
why do we have to buy even a lot of free faucets out there?, your exchange also doesn't have volume, and usually, if developers want to try something i.e software, they will need it fast and don't wait for someone sell their tbtc. Also, the logic, If have a real btc, of course, it will be better if use real btc than testnet.

I guess it's time to restart testnet again. That would make it testnet version 4 already.

If you have testnet Bitcoin you don't need, you can do everyone a favour and send them to a faucet.
What should I do if I don't have Bitcoin Test Net??

If you need some testnet coins you can claim some through a faucet, you will find plenty of them with a Google search. You can also mine them with a USB miner, or your CPU/GPU.

It's true. The fact that someone is willing to sell them for something greater than 0 doesn't alter that fact. I'm giving tBTC for free, and I'm sure others do too, therefore the current monetary value is $0. Think of this: If a bitcoin user chooses to sell their BTC with an exchange rate of $1,000,000/BTC, it doesn't mean each BTC is worth $1,000,000, as long as there are other sellers with more reasonable prices.

I have many to offer for serious dev efforts.

Restarting will take several years at least. Or never.
But if someone needs 100+ tBTC today, I know where to find them.

Faucets are useless to people who need  a bunch.
I have many to offer for serious dev efforts.
Just because it takes some time to accumulate through faucets, it doesn't make them useless... For normal people, they're more than enough and when it comes to developers who might need larger amounts, they can go with the "Regtest" route instead!

Something given away for free is not valued -- that's why there's a shortage.
Spending time, energy, care providing bulk amounts of tBTC to someone who wants to use them to develop serious project is not free either -- try if you disagree.
