The biggest difference is the other ICOs that you maybe miss... as you know there are so many ICOs that you can take money on. LIR ends in 5 days, DLISK ends soon, BRK ending next month, so we cannot wait 1 week

Problems isn't related to code, but in wrong calculation of your number of RISE.... at least that is what i understood... but how can it take more then 5 mins to fix, that is what i don't understand

No rise is not a scam... and i would assume that if there are still problems that coinbase and all other escrows will refunds the investors.... that are standard rules as a escrow. You cannot give dev his BTCs when the investors didn't receive their coins yet.
