Is the testnet having the same problem of forking like lisk?
Not currently that I have seen. They have made some changes to the block time and rewards to counter that.

How to be a delegate?
You need to host a node, you can find a guide here:

1. How will the bounties being paid? Do you need a login on the site or will google docs being used? Google docs show everybody who receive their coins and is 100% transparant, using the site nobody knows who receive what... maybe site is faster but not transparant at all. I believe this is a very important question to answer as i'm pretty sure that not everybody has a account on the site.

bittrex surely, polo who knows...but I don't thinkPoloniex doesn't add coins easily... you need to be pretty special to be added on Poloniex. There are still a lot of older coins from the small Poloniex exchange start, but lately, almost nothing was added and if they add something then it are huge coins like LISK, DAO... even Waves didn't manage to be added. So Poloniex, nope, unless they pay 10 BTC to Poloniex and even then...
