If this account has no posts, I do believe that the potential activity is like 14, right? Same as a brand new account I think, so you wouldn't be able to rank up quickly or anything like that.
Without any post on the account I can't confirm that, but if you are familiar with how the system works for an old account than you would know better than me
But most of the people i've talked to are looking to buy it because of the rarity of the account. I really wanted to hold onto the account because as the years go by the value of the account goes up but at the end of the day I have bills to pay like everyone else does. Thanks for the clarification!

Replied to all, and I've updated the main topic sorry for the lack of detail. The account has a low digit XXX UID number and has absolutely 0 post so the new owner will have a fresh start! I decided to take offers and open this up for bidding I do not have a BIN in mind but I am open to all offers.
