I have a wallet on other computer, and have backed up apa.dat
I installed wallet on a new computer but can't figure out how to import apa.dat

You just need to change the name to wallet.dat
Then go to My PC with your new computer and write %appdata% , go to DeepOnion folder and paste your backup (now with the name wallet.dat).
You must delete wallet.dat file if you find a new wallet.dat file in %appdata%/roaming/DeepOnion folder before copying the file here you backed up early and renaming it to wallet.dat. This is what I do. There may be several other ways of doing it though and no way is incorrect unless you have no wallet.dat backup (also encryption keys if encrypted) or private keys backups.
