Tried it at work today at my laptop.
Downloaded client, started it (got an error first time, as usual but after restart it was fine) and the client was in sync in just under 3 minutes.
Maybe try to restart your modem and/or router?

=> Downloaded the files and exctracted them to the Users > username > AppData > Roaming > OrlyCoin and said "Yes" to replace files.
=> Opened the wallet and saw the same "Out of sync" and 0 active connections to orly network.
Did you try to delete your peers.dat?
What does your orlycoin.conf look like?
You didn't tell me to delete the peers.dat
I just deleted and restarted orly and peers.dat is back but it's still out of sync.
