Regarding Paypal it's the same as with physical cards, only Polish Paypal accounts work. This is part of Paypal's ToS. Paypal doesn't allow to have mixed countries for account and financial instruments like cards / bank accounts. So if you need to load the cards with foreign Paypal account, you have to first set up Polish PP account then transfer the money from your PP account to Polish PP account, then withdraw to card. I provide instructions of doing this.
About your physical cards it's not a good thing that you explicitly say you won't act as representative.
I mean, it's good that you are upfront about it and not hidding but it would be a much better service if you had a backup plan for when the shit hits the fan.
It shouldn't be very difficult to pay off someone at the bank or contact a local lawyer/solicitator or anyone else to solve the problems.
If you live in Poland is much easier for you than for someone living abroad.
I have a solid reason of not willing to act as a representative. Various people buy those, I'm 100% sure some part of them want to use it for shady things. Sooner or later I would put myself into serious trouble when trying to get back dirty money from the bank. It would be only a matter of time.
The chance of blocking the card is the price of it's anonymity and I don't hide this fact as you said.
I already provided precise instructions of preventing to happen blocking the money. Just follow my instructions and you'll be fine.
I also put efforts to contact with the bank to work out a solution when the shit hits the fan.
I was confirmed by 2 bank employees that it's possible to unblock the cards by the phone. In fact there are two methods of unblocking the cards remotely (by phone and by e-mail).
I'm still burning with mbank cards and I didn't like to hear that I need to fly to Poland to solve that.
I heard mBank recently started to unblock the cards by e-mail. At least 2 people confirmed that they got back their money from mBank.
