I think updating the campaign with an open position doesn't seem necessary, because it will soon be filled up soon after.
It is necessary because maximum participant of signature campaign follow this link instead of following all the signature campaigns.I think I would agree with ChuckBuck here, IMO, the most important is just the announcement of the campaign, it's timely status(like if there's an opening) and the closing of the campaign. Everyone we need to know is already summarize in the OP, it directs us to the specific campaign thread, so we can check and verify, most campaigners are monitoring the services, so once they see the list here, they would just continue to follow the project to wait for an opening if there is.
