It really depends on what site the ad is placed on.

This right here. I have the feeling he's under the impression it works like this:

1) Download faucet script
2) Add ad code to faucet
3) Become rich

I can't even count the number of people I've heard complaining because they thought by starting a faucet they'd earn hundreds of dollars a day or something, XD.

Oh, I see. Well yes, if your ad space gets bought. I use my ad revenue to keep my faucet up and running.

does it count a single IP address only once ?

Yes. If a viewer sees 100 pages, for example, that is one view.

It's not an ad network like Adsense; it's like BuySellAds (ie. the advertisers manually choose which sites to advertise on and how much they want to pay).

Yes. There are times that advertises just don't buy ads. I recently had no ads for over a week. And there were times that almost nobody had an ad for a while. Kinda annoying, but nothing you can do about it.
