Not always. It can be recovered in cases of fraud or from a like complaint if a CC was used. Happens all the time.

Cynical as it may sound it is actually good that these forums are packed with pro and wannabe scammers as it gives honest traders an edge. What is really sad is to see that some people need to get burned to understand that it is not gold everything that shines.

You can easily chargeback by claiming it was unauthorised and your computer had a virus.

Just call them up and they do it instantly.

im on the phone with a supervisor from paypal accoutns division and they are going to lock his account and file charges localy against his ip address for theft by deception

They don't do that, all arbitration is done in house at Paypal. (See the Terms of Service)

But they easily limited account, so user can't be move money till problem resolve.

He was saying that the Paypal Accounts division was going to lock the account and file charges, it won't happen.

I agree, they will not charge back without investigation, doesn't matter how old and big account is yours.
Maximum they can limited the account and will not allow to move the money.

If he sender can not proof his account was hacked them the money is considered as gift (if he used this option) and if he used service well same.

Nope it's not true, when people receive big amount suddenly, paypal mostly times limited your account.
So they will check, everything is fine in those transaction. So there is still hope, he will receive the refund.
