Its legit, I have used it few times for paypal. As amacar2 said because of its inbulit escorw its good for dealing with paypal.
I have said it can be considered safe if you are only dealing with trusted buyers with good past feedback. Inbuilt escrow they have can't protect you from chargebacks which can happen within 180 days from date of exchange specially in paypal. So quite risky as buyers can file chargeback after few days when you release bitcoin to them.

It's definitely a cool idea, being able to buy bitcoins with PayPal or even Amazon gift cards, however there are multiple scam accusations against them:

There are more as well, search up "paxful bitcointalk" and there will be many results.

If you want to try it out, only try little amounts and be careful.

It is more like localbitcoins with inbuilt escrow feature so if you don't sell your bitcoins for reversible payment methods you may not get scammed by buyers. It is always risky to deal in these types of platforms not due to platform scamming users, the one with whom you deal must be trusted to not get scammed.
