in my opinion you have to raise the requirement that members can participate the campaign, i think minimum requirements is full member or member,
it can reduce the abusers

OP has been last active on October 6th 12:00 pm default forum time. I think we should consider it scam after 24 more hours or maybe a couple of days but you are free to open a scam accusation thread against him if you feel OP really abandoned this thread.
