I recently received a refund of $10 and I got it back without any problems ^smile^

Why didn't you use your real name to create an account before? Specially, when its obvious, you won't be able to withdraw your funds?
This service seems to be definitely useful for people, who have their funds locked. They have nothing to lose.

Its 30% for amount below $100 higher than $200 its only 10%

Few people cant withdraw their balance so basicly the funds remain in their paypal account and they get 0%, 70% is way better than nothing ;-)

Actually it is very easy to do this even the name of the paypal account is different from your bank account without the risk. You are allowed to change your firstname in paypal. In the first name enter the whole name of your bank account name. But before you do this be sure your bank allow this.

you should use escrow service like this

you put fund equals to (user paypal acc balance - your fees) to a escrow provider
and if you done withdrawal then escrow pay the user and you keep the fund that you withdraw from paypal
else escrow refund you and user change his account login details
