^^ No, you can enable it in your settings. Trading of altcoins with other currencies than BTC is disabled by default, I think because of the low volume and the high bid-ask spread.

I'm pretty sure that has happened, yes. But it's hearsay until BTC-e restores my account. Keeping me locked out makes me think they have something to hide.
Look at BTC-E's LTC/BTC book right now. This is precisely why you don't want PPC/USD.
I would sign it too if they would unfreeze my locked wallet/account which they frozen today out of the blue for no reason and giving no answer to my 2 e-mails I sent to them thus locking all my funds there.
Many of us have lost all access to our btc-e accounts for a long time now. The ones that did get back in found their coins gone. Good luck but I don't expect you'll get it back.
