Not sure if this would be considered a bug or not, but I just blasted through with like 15 different addresses :p
Probably not a bug. The standard way to prevent one person from hitting a faucet multiple times is to only allow one payment per IP address, which obviously is of no use here.
I know and I've been trying to be creative and figure out a way to do it, but Alas I have nothing.

While everything worked a-ok using testnet in a box, all the unit tests passed, personal testing worked, etc, I'm still sure there's a bug somewhere:
