That IP is banned by bitcointalk staff. You won't be able to create account or post from that ip. Either you need to find another proxy with clean (not banned) IP or pay forum small fee. 10.000 Satoshis is approximately $0.0261350000. Well , most likely your IP is banned because of spamming or It's banned if it's a public proxy or you are using services like Tor as far as I know , but I guess there is a fee to pay so it's taken off and you can make accounts fine ? Show screenshot of the message displaying on your screen ;
not sure what two points of evil means exactly but for the Satoshi part .. well that's what you have to do . Seems like you are using Tor or proxy to hide your real IP ... That's a fee to pay probably other people used that IP before you to spam or whatever .
It's easy to get that 10k Satoshi even if you don't have anything , just go with faucets like Freebitco.in
