On the other hand, they spam scam all over the forum, so you can report them to moderator and they will do their thing.

The Altcoin section (Bounty / ANN) is well known for its large number of spam topics produced by bots or shills. Normally a moderator can trash such topics completely where almost only bots or shills post how great the project is.
It's also possible to ban a user for spam if the case is an obvious one (and if it's in addition ponzi s(c/p)am). At least a temporary ban (14 days) would be appropriate in my opinion:

arguelles84 has repeatedly broken the rules and I have added another feedback:
He is going to random other threads, necrobumping them and promotes his ponzi scam. Following rules are affected:
2. No off-topic posts. (z.B. advertising his ponzi spam in other topics)
22. Advertising (this includes mining pools, gambling services, exchanges, shops, etc.) in others threads' is no longer allowed, including, but not limited to, in altcoin announcement threads. (see above nr. 2)
24. Advertisements (including signatures within the post area) in posts aren't allowed unless the post is in a thread you started and is really substantial and useful. (see above nr. 2)
27. Using automated translation tools to post translated content in Local boards is not allowed. (his OP was reported as translation spam here:
