I do not think that news influences the bitcoin rate. I believe that the price is manipulated, and the news comes later. But I am sure that eventually the price of bitcoin will grow, I do not pay attention to the news.
Literally the only way that will happen is if major money investors see a reason to throw a ton of money into crypto. And the only way that would happen is if bitcoin scales properly.
The prices are going down and down. we are expecting since the start of this year but it is never meeting the expectations. but hope that just like previous year it will hits its target of $20k. But this price manipulation is because of the whales and one reason can also be the decreasing trust of coming users due to everyday happening fraud ICOs creating a bad Image.
