I think the best way to go about this would be to post the details of the debtor in public. I have no idea if doxing is allowed in cases like this, offer a reward and see what happens. This is not a job for one person, if you are lucky you will find someone to help you.
I really don't get why if someone explains their method of sent collection to you they won't be able to work with you. Are you afraid that people are going to use illegal methods etc to be able to collect info on the person in question?

I am not a career of bad news and i will also not like to discourage you, the job of a tax collector is more expensive than what you are trying to offer especially when the argument turns out to be a lawsuit or involve a lawyer.

Honestly if the debts are from borrowers here, i think it will be kind of hard to collect them because i do not think there is really any law about bitcoin loans.
