In the Meta section of the forum you have a few threads explaining how it works. For example, https://bitcointalksearch.org/topic/the-definitive-explanation-of-how-activity-works-495948.
Basically, it is the minimum between your number of posts and 14 * (number of 2 week periods in which you posted). The current 2 week period started on June 24 and will end on July 8. So, if you post a lot (once or more a day for example), your activity increases by 14 every 14 days. If you don't post that much, your activity equals your post count.

I think you need 120 activity to be a full member. Your activity is 84 now and goes up by 14 every two weeks so it should take you about four to six weeks?
Plus he needs to post at least once in each of the two weeks periods

He already have enough posts to put him as full member, he just needs to increase the number of active 2 weeks, what can be done by posting at least once in each 2 week period.
