It depends, sometimes it can be a bad sign and sometimes it can be that just the paperwork is delayed and they need to wait for it, but as many people here in the forum we are noticing that many icos are failing because of the market, many do not want to invest in icos because they do not want to have to wait for a few years before seeing profits and the developers feeling this are delaying their projects waiting for the conditions of the market improve in the next months. https://profede.com/#problem
