Yes. It's most noticeable in alt-coins because people send large amounts around more often. I regularly have to combine transactions in the exchange and pool wallets to be able to process large withdrawals otherwise transaction creation fails. What is the issue?
My guess would be the same issue that exists with normal transaction creation. If the wallet is fragmented due to lots of tiny transactions then transaction creation with lots of inputs will fail. Possibly this prevents stake generation.Ahh... I didn't know that. This is true in bitcoin also?

I assume not because that seems like a mandatory upgrade.
