I would like to get an understanding of the statement. A decentralized network, without threatening powerful centralized governments that control and track each transaction. Not to mention the fees and controls that need to be returned from centralized banks and returned to people. How to understand this? And what networks threaten governments and how do they do it in your opinion?

Nothing was said about "networks threaten governments". I'm not sure how you interpreted that. However, to be clear, government oversights and extreme regulations of fiat transaction through centralized banks gives those governments financial control over the majority of people in the world.
