I think would be interesting forbid using multiple accounts, and if one does so, it will be banned from campaign and not receive any payments. At least would make people think twice before going multiple accounts, and some of them won't do that, so less spam.
Just tell us one method how you could discover out a person using multiple accounts? I see none.
The forum resister all IPs you used, so it is possible at least for theymos to know who is who if the user is not careful enough. Even if unlikely to be discovered, it still a risk, so at least few people that plans to use multi-accounts now will prefer don't take the risk. The user "pobre", when he created the user "dumb ass BadBear" and opened a thread complaining being baned, the staff was able to detect his multi-accounts and baned all, also reported he using multiple accounts in same signature campaign to the organizer, when doing that was against their norms.
I know, however, that the majority will just take the risk and probability won't be caught.
