If you want my take on this, I think that this new rule will be applicable to all, i.e. both who signed up earlier and for new people as well. Otherwise, all old trolls and spammers will go on...

And i was just asking in public, i guess stunna is reading this too so he can make up his mind.

It will be a sort of punishment for them, and they may actually change their attitude (or become even more spunky and so get banned soon)...
