If you are unlucky means no strategy will work and If you are lucky even betting all money at 99x multiplier is a goo strategy.

Then you're risking your life if you bet with that amount. For me, I'm better play with martiangle if I have BTC 10.000
If you want to get lucky as Hufflepuff , you may bet with BTC 12 with 33% chance
or if you want to play safer but it tooks quite lomg profit then use 49.5% - on loss 100%

As others have already posted there is no strategy its all luck.
Strategy can help you get better chance of winning, but at the end of the day , its still a gamble.
Bumping your chances is possible with martingale, and as much funds you can get your hands on, the more funds you have, the better is the chance of winning, but even that wont make you 100% safe profits.

there is no strategy to win money its all about pure luck!
Gambling at PD and almost all other sites is a negative expected value (EV) proposition. No strategy can do what you are asking. You can adjust your variance and how big your wins and losses and how quickly your bankroll gets depleted, but you can't make a negative EV situation into a positive one.
The only real answer is to hit INVEST, but PD does not allow players to be the bankroll.
If you insist on playing, have a win target. The best strategy I've seen has been by SNMP on bitdice.me. He bets a very small amount and martingales it up until he hits his target and then he withdraws. He has a huge bankroll so he can sustain negative streaks of 25 or so. If he keeps playing, he will blow up, in fact he's blown up a couple of times - martingale works great until it doesn't - but he's always come back and continues to drain the site.

I actually saw a guy make 10 BTC from 0.1 and loose it all! You may think I've seen many "Nonsense" but I have been there for a 1.2+ year and I know almost everything that happens there! But I don't gamble anymore

On a serious note, that's your problem. There is no strategy that will win in the long term when you're gambling on a -EV game - countless people have tried (including mathematicians) to find a way - but there isn't currently one known and in all likelihood will never be (it's completely illogical). As to winning in the short term, there ARE some strategies that do tend to work better (i.e. take the Oscar's system http://www.blackjackforumonline.com/content/Betting_Systems_Oscars_Blackjack_System.htm).
