In FAQ I found only this information:

The entitlement is high with this one. Edward never promised anything; he said it was just an idea that was being tossed around and everybody started putting words in his mouth. Don't treat an off-the-cuff chat comment as official unless you see it on the official PD Facebook/Reddit page.Well said.

Please don't do it via trivia. Any time a trivia/quiz type thing is presented in the chat room, it turns into a disaster. Comments flying by the screen of 20 people saying the same thing at once, and then 19 people complaining after the winner is chosen that they should have been chosen because they were first or some technicality in the question flubbed them up. It's the same thing every time.
My suggestion is to utilize Hui's Rainbot since it has a pretty decent track record of dispelling funds to active and courteous users in the chat room. Maybe have it run for a given amount of time giving out 10x its usual 50001 satoshi tips.
