It just means your bets have an expected value of 99% of your wagered amount.
If you make a x2 bet, the win chance is 49.5% (rather than 50%), expected value = 99%
If you make a x10 bet, the win chance is 9.9% (rather than 10%), expected value = 99%
If you make a x1000 bet, the win chance is 0.099% (rather than 0.1%), expected value = 99%
And in 100 Bet you expected to lose 1 bet in your cost .

Stunna wont return you , when the bets get lag you always lose .
Lag, or time of bet doesn't have anything to do with the outcome of a bet .
Outcome of a bet is calculated before u bet so if u bet now or 1h later , doesn't matter as long as u don't change seeds u will get same outcome.

Bets are predetermined through secret, client seed and server seed. I don't think the error affects any variable unless you refreshed. I doubt Stunna would refund you, he would fix the bug most likely. What do you mean by "slow rolling error"?
Even if the game lags, it won't change the result of your rolls.
