Primedice has hosted more giveaway other than this bingo competition. Maybe it is a different give away or maybe they will credit all their users as a PD4 celebration.

It happened to me too yesterday, it was because PD4 launched, but now you can try to open pd again, its already up

Same behaviour as before afaik - there are legal reasons to prevent those countries from gambling (other than the free version), I guess.
Never seen that notice from the first time I joined PD in 2014-2015 (I think I deleted my account and rejoined in 2015), until today.
