He may be talking about investing in his coin MAKE ico which is not anything else than free asset created over coinprism, anybody can create such asset for free without any real thing backing it. And also looking at the ICO page, it really looks like page created with 90's designs what we can expect from your dev to deliver in future, better to find good team behind and real working prototype before staring ICO of your coin.

Yes, seems a strange announcement. I never partner with unknown people. If I prefer investing then surely I will go with reputed business not with 'new' services. I smell possible ponzi here.For sure another ponzi scheme recruitment i guess. As you said i would not tend to make partners or make investments on non reputable business. How much money I need to invest, and how much profit you promise after couple months? I think also that you need to provide more info, like

When making a proposal, one of the main goals should be to answer most of the questions that the other interested party will want to know the answer to, without having them ask it.
For this reason you should practice empathy and put yourself in investor shoes. What is an investor going to be thinking about?
How much ROI can I expect?
What is this investment about?
How will you create profit?
Etc...
