Remember, even if Duterte becomes President major changes like Federalism, Martial Law or even separating Mindanao is not something that can easily be done. We have a process to follow that will involve the congress. There will be hearings as well. Plus we're very open to other countries because of several foreign nationals living/working in the country not to mention those who are in vacation. Different governments issue warnings etc etc whenever they feel that they're people is not safe here. The reason why Martial Law was implemented because of the spreading communism in Asia so the only way to keep it from spreading here in our country and eventually take over the government is to issue a Martial Law.
We are very much dependent on other countries thru loans, financial assistance, public-private projects involving foreign investors, calamity assistance and imports. All of those will be gone once the leader issued Martial Law or some type of government that reflects negativity to the rest of the world that will endanger the foreign nationals so there's no point for a leader nowadays to issue such because such type of government won't last. Back in the day when FM issued Martial Law, Philippines is having the golden years meaning we're independent and don't need foreign assistance the way it is now.
To top it all, Martial Law is pointless today and the same can be said in having a separated Mindanao. Federalism is the one that should be implemented.
Well, that's true,, most of us don't realize that...a change in the form of government is not easy, lots of hearings and consultation must be done, and the cost of changing it is not a joke...Aside from that, federalism is not suitable for our country, we are a small country, in terms of budget, it won't be evenly distributed in federalism because it will be locally spent in each and in terms of armed forces, it is a big mistake, Army will be divided into 17 regions and by that, Mindanao assigned personnel will be outnumbered by the local militias..Not to mention that if we switch to federalism, our right to vote for a national leader will be deprived, we will only be having regional election and the congress will be the one to elect their Prime minister...
This days, the 1987 Constitution have guidelines on how martial law should take effect..So even if our leader declares martial law, he should make a report to the congress and the congress will vote if it should be declared or not..If not, our leader will have no choice but to lift it...
