As far as 'an exchange'... did you skip that part of the post? Qortal DOESN'T NEED AN EXCHANGE. The Trade Portal, completely decentralized, with BTC support, will be pushed in an auto-update, very soon after Genesis (Genesis is tomorrrow).

The point of the coin, is to continually have new coins being made, we feel that a service token should always have new coins coming into the system, in order to reward the minters more, and keep the fairness of the system over time. Also, people have a tendency to lose BTC, etc... and if you have a set cap, what happens when too many people lose access to wallets?
We plan for Qortal to be running a LONG time, so we cannot have lost wallets become a cause for concern.
