First time I've seen this type of system for a forum. It basically forces people to use the forum for "information/discussion" rather than the spam & jam types of promotions you see on a lot of other places.
You should wait some time before activity will raise, it's different from postcount

You can only get 14 activity points every two week period. The next period starts on the 24th and then you get get another max of 14 points, so you can't spam your way through activity levels.
