time = number of two-week periods in which you've posted since your registration
activity = min(time * 14, posts)
Activity is updated every 30 minutes.

You are new, your maximum activity is 14. You get 6 posts, so your activity will be 6 (it is only 4 now, because it is updated every 30 min).
When you will get 14, 15, 16, or more than 17 posts, your activity will stay at 14. In 2 weeks, your activity will jump, and you will have less restrictions (time limit between posts).
