You need both the merits and activity to rank up. From the data provided in the table below, a newbie who has met the merit requirement of 490 merit and above will reach hero member rank in approximately 1.3years.
You are mistaken. One of the conditions to reach Hero rank is 500 merit, not 490 merit.
490 in the table refers to the number of activities, not Merit. It already exceeds the activities required for Hero member rank (480 Activities).
In addition to activity, everyone now has a merit score, and you need both a certain activity level and a certain merit score in order to reach higher member ranks. The required scores are:

Apparently , the activity changes every 1210000 units of the UNIX timestamp.
This equates to 14 days , 6 minutes , 40 seconds.
This means , after 3026 2 week periods , you would expect to gain 42364 activity.
But no , you would get only 42350 activity.
TLDR; Every 116 years you will lose out on 14 activity. Sad right ?
