You can check the various block explorers that we have. Most common would be: blockchain.info

Once a raffle is full the one hosting it can select any # of a future block that will get mined. We then use the block explorer to see what block we are currently on, and then select the 2nd or 3rd away from that. Or even further in the future. To ensure there can be no cheating
