It is said to the subject title that there are 15 loaded coins.

There are 15 loaded Genesis coins in total for this raffuction's prizes. The loaded coins are a mixture of Antiquated Gold (AG) and Antiquated Silver (AS) Litecoin and Dash. The post you're quoting indicates that the 1st block winner will receive 1 loaded coin, the 2nd will have 2 loaded coins, the 3rd will have 3, and so on. If I'm not mistaken, the Litecoins are loaded with 0.5 LTC and the Dash coins are loaded with 0.25 Dash.
