Not really an issue. The buyer has the option to inspect the car in person prior to finalizing the sale and, upon payment in full, the title would be signed over in front of a notary as required by PA law. If the buyer cannot make it in person, they can hire a buyers' agent whom they trust to complete the transaction on their behalf.
